Game Theory for Nuclear Power Plant Cyber-Attack Response and Cyber-Security Risk Assessment

ABSTRACT:  

Digital systems have been increasingly used in nuclear power plants. This improves the efficiency of nuclear energy but also raises concerns about cyber-security. To improve the cyber-security posture of nuclear energy, it is important to develop effective methods for cyber-attack detection, cyber-attack response, and cyber-security risk assessment. Compared with regular events, for example, those caused by pure hardware failures, the presence of malicious attackers in cyber-attacks significantly increases the complexity of the problem. This is because the evolution and consequence of a cyber-security event depend not only on actions taken by plant operators, but also on actions taken by the attackers. Game theory provides a suitable technique to study the interaction among multiple players. In this seminar, the speaker will discuss how game theory can be applied to nuclear power plant cyber-attack response modeling and real-time cyber-security risk update.

ABOUT THE SPEAKER:

Dr. Zhao is a Research Associate at The Ohio State University. He obtained his Ph.D. degree in Nuclear Engineering from Tsinghua University in July 2016, and his B.S. degree in Thermal Engineering from Shandong University in July 2011. He worked as a Post-Doctoral Researcher under the supervision of Professor Carol Smidts at The Ohio State University between July 2016 and June 2019. Since July 2019, he has been a Research Associate at The Ohio State University. Dr. Zhao’s research interests lie in cyber-security risk assessment, cyber-attack detection and response, maintenance optimization, human reliability analysis, fault diagnosis, and emergency response for nuclear energy systems and other safety-critical systems. Dr. Zhao has published 16 journal papers and 12 peer-reviewed conference papers. He served as session chairs for IEEE Annual Reliability and Maintainability Symposium (RAMS) 2020 and ANS Nuclear Plant Instrumentation, Control and Human-Machine Interface Technologies (NIPC & HMIT) 2019, and has been an active reviewer for both nuclear energy and reliability engineering journals and conferences.
